Mr. Çelebi was born in 1950 Karaman. After graduating from Middle East Technical University Metallurgic Engineering Faculty, he got his post graduate degree in Istanbul Technical University.
He also got master degree and Ph. Dr. degrees on Economics at Ankara University Faculty of Political Sciences
He worked between 1975-1982 at State Planning Organization in Financial Planning Department as a specialist. Then he served as Manufacturing Industry Group Head in the same organization.
In 1983 he started to work in private sector as CEO then in 1987 he became the member of the parliament representing Izmir.
He served as member of parliament between 1987-2002. During this period he was appointed as the Minister of Economy. He was also the Head of Money and Credit Board. He also took part in Planning and Budgeting Commission along with Constitution Commission.
He holds the CPA certificate since November 2nd, 1993 also has Independent Auditor Certificate since July 29th, 2013 given by Public Oversight Accounting and Auditing Authority
